PURPOSE: An apparatus for extracting a voice characteristic is provided to extract a voice characteristic less affected by noise by accepting change of sensitiveness in auditory signals, and reduce costs for hardware by condensing the extracted voice characteristic. CONSTITUTION: In a voice characteristic extracting apparatus dividing an input voice signal into a plurality of different frequency bands through band pass filters and extracting a characteristic of the voice signal, the apparatus for extracting a voice characteristic includes a characteristic vector forming element(320) detecting zero-crossing points and strength information of voice signals by each band output from each band pass filter(301-304), applying a recognitive characteristic of an auditory sense to the detected value, calculating a voice characteristic vector having a low sensitiveness for noise; a characteristic condensing element(330) reducing division and number of the voice characteristic vector; a regularizing element(340) storing the voice characteristic vector during a voice period and regularizing time and strength.
