WDM transmission flexibly adaptive to service menu is efficiently performed. A code error rate measuring means (21) measures the code error rate with respect to each wavelength of an optical signal. A code error rate transmitting means (22) transmits information on the code error rate to the transmission side. A service setting means (11) allocates at least either a high−quality class communication of high service quality class or a low−quality class communication of low service quality class to each wavelength. If a service allocation altering means (12) recognizes the state in which the high−quality class communication is performed at a low−quality wavelength of a transmission quality of high code error rate according to the code error rate, and if the number of services of high−quality class communication is not larger than that of low−quality class communication performed at a high−quality wavelength of a transmission quality of low code error rate, the wavelengths are changed to the low−quality wavelength and the high−quality wavelength to alter the service allocation. An optical signal transmitting means (14) performs wavelength multiplexing and transmits an optical signal.
