PROBLEM TO BE SOLVED: To provide a card holder with a cover sheet to prevent dropping or losing of cards when cards or seals are taken into custody. SOLUTION: The card holder is produced by using a transparent plastic sheet and by mounting and overlapping a card housing sheet and a cover sheet on a card holding sheet with one edge of the card housing sheet and one edge of the cover sheet abutting or each other, joining the sheets along the rim of the card holding sheet to form the card housing part and the card cover part.
