PURPOSE: A cowl panel of a vehicle is provided to prevent the head injury of a pedestrian due to collision by absorbing impact with the modified structure of the cowl panel which forms the power portion of a hood panel. CONSTITUTION: A cowl panel(100) of a vehicle is composed of : a cowl top outer panel(110); a cowl front outer panel(120); a cowl lower inner panel(130); plural cowl inner brackets(140) of which both ends are combined with the cowl front outer panel and the cowl lower inner panel; a buffer unit(200) detachably joined to the cut position of the upper part of the cowl front outer panel by a coupling unit(210), and made of synthetic resin;and two buffer brackets which upper and lower surfaces of a flange are respectively connected to. Upper and lower ends of the flange are formed at two cowl inner brackets with being bent. The head of the pedestrian is protected at a collision by absorbing impact efficiently with the modified structure of the cowl panel.
