PROBLEM TO BE SOLVED: To effectively protect a refractory material by effectively lowering temperature in a melting furnace. SOLUTION: There are provided a vapor direct dyer 3 for drying vapor and a water-containing waste by bringing them to direct contact, and a natural radiation cooled melting furnace 5 for melting a dried waste dried by the dryer 3. Vapor used by the dryer 3 is heated by making use of heat exchange with waste gas from the melting furnace 5, and when it is circulated and supplied to the dryer 3, part of the circulated vapor is supplied to the melting furnace 5 to prevent the melting furnace 5 from being overheated.
