PROBLEM TO BE SOLVED: To provide a fold forming device for a paper pipe capable of easily applying a desired fold to the paper pipe molded into a cylindrical shape at a desired position. SOLUTION: A through-hole for permitting a support shaft to pierce to arrange the same is formed to the center part of a columnar fold forming fixture 1 having outer peripheral length being a multiple of 1/2 of the outer peripheral length of the paper pipe to be processed and a fold forming blade 3 forming a perforation for forming the desired fold to the paper pipe to be processed is provided to the outer surface of the fold forming fixture 1 and a paper pipe cutting blade 4 is provided to one end surface of the fold forming fixture 1 along the outer edge of the fixture 1. The fold forming fixture 1 is supported on a pair of bearing members 11a and 11b in a rotatable manner and the bearing members 11a and 11b, to which the fold forming fixture 1 is attached, are set to the paper pipe 20 at a desired position and pressed to the paper pipe 20 to be processed under predetermined pressure by springs 12a and 12b to be brought into contact with the paper pipe 20 and the fold forming fixture 1 is rotated accompanied by the rotation of the paper pipe 20 to form the fold to the surface of the paper pipe 20.
