PROBLEM TO BE SOLVED: To provide a first agent for a decoloring agent having a high degree of decoloration of the heir, capable of shortening time needed by the decoloring treatment and causing little damage of the hair due to the decoloring treatment. SOLUTION: The first agent for a decoloring agent is used together with the second agent for a decoloring agent containing hydrogen peroxide. The first agent is prepared by compounding an alkali agent and cystine or its derivative. As the cystine derivative, N, N'-diacetylcystine is preferable. In the first agent for the decoloring agent, the content of the alkali agent is preferably 0.1-20 wt.%, and that of cystine or the cystine derivative is preferably 0.1-20 wt.%.
