PROBLEM TO BE SOLVED: To improve correcting capability of errors in the number of quantizing bits while restraining increase of redundancy by inserting an added value of a plurality of the numbers of quantizing bits in transmission data, when the number of quantizing bits generated by block encoding is transmitted. SOLUTION: Important words DR1-DR4 and MIN1-MIN4 of encoding outputs of four ADRC blocks, the added value N-SUM of the number of quantizing bits of quantized codes in a first sink block, and quantizing codes BP1-BP4 are stored in the first sink block. When the respective numbers of the quantizing bits are BA1-BA4, a relation of N-SUM=BA1+BA2+BA3+BA4 is obtained. When the added value is correct, and only one of the number of quantizing bits constituting the added value is not correct, a correct number of quantizing bits can be produced by subtracting the sum of correct numbers of quantizing bits from the added value.
