PROBLEM TO BE SOLVED: To provide a walking detecting method, a walking detecting device, etc., capable of performing detection with high accuracy. SOLUTION: This walking detecting device 40 is provided with a first electrode 33 that faces a walker W and a second electrode 34 that faces in the opposite direction from the first electrode 33 and detects potential change of the walker W during walking by detecting electrostatic capacity generated between the first electrode 33 and the walker W when the walker W walks with a potential obtained by the second electrode 34 defined as a reference potential. In this case, a zero potential generating part 41 can correct a potential obtained by the second potential 34.
