PROBLEM TO BE SOLVED: To provide an encoder that encodes data, without increasing the scale of an encode sequence table as in the case of employing multi-dimensional variable length codes. SOLUTION: A control section 31 controls an encoding section 32 for encode the quantized spectra 401 comprising a group of M-sets of spectra signals after negative quantized spectra, for example, are converted into positive values (by absolute value processing), to unify the positive and negative of the quantized spectra. Further, the control section 31 controls an encoding section 33, to encode data corresponding to positions of a particular value (value 0) and the negative quantized spectra in the group, by using number of bits on the basis of number of the quantized spectra other than those with the particular value among M-sets of the quantized spectra and to generate information for identifying the negative quantized spectra. |
