PROBLEM TO BE SOLVED: To detect the existence of an IC card independently of a file structure without affecting the sequence number of protocol control in a communication controlling method with the IC card. SOLUTION: A communication controlling means of a reader/writer or a host device, etc., transmits to the IC card an information field length setting command of an S block which does not depend upon a file of the IC card and does not affect the sequence number for communication synchronous control in a T = 1 protocol, If the IC card is located within a communication area, the IC card responds to the transmission of the command from the communication controlling means without depending upon the file structure of the IC card and without affecting the sequence number for protocol control. If no response comes from the IC card here, whether or not the IC card exists can be decided without depending upon the file of the IC card.
