PROBLEM TO BE SOLVED: To enable a specified general vehicle to enter a single-lane dedicated road for vehicles in addition to a dedicated vehicle as to a system which operates a plurality of dedicated vehicles on the single-lane exclusive road. SOLUTION: A general road 16 is connected halfway to the single-lane exclusive road so as to operate the dedicated vehicles on the single-lane exclusive road 11 and then a general vehicle 30a which travels on general roads is enabled to enter and exit from the single-lane exclusive road; and a bypass part 31a is provided to part of the single-lane exclusive road and an operation managing center controls traveling vehicles on the single-lane exclusive road so that vehicles which travel can smoothly come and go and some of the traveling vehicles can stand by at the bypass part. The general vehicle which enters from the general road is enabled to move in the exclusive road by obtaining an enterable gate, enterable time, etc., from an operation control center for the exclusive road and also exit from it.
