PROBLEM TO BE SOLVED: To give priority to transfer a processing request to be processed early by a server. SOLUTION: A WAN side reception control part 12 and a WAN side transmitting and receiving part 11 of a gateway 1 store a processing request to a telegraph storing area A1. An in-gateway telegraph transfer control part 13 and an in-gateway telegraph transferring part 14 transfer the processing requests stored in the telegraph storing area A1 to a telegraph storing area A2, and a matrix list generating part 15 applies the order of transfer to the processing requests stored in the telegraph storing area A2. In this case, the order of transfer is not applied to any kind of processing request whose early transfer is not required for a preliminarily decided time zone. A server side transmitting and receiving part 16 and a server side transmission and reception control part 17 successively transfer the processing requests stored in the telegraph storing area A2 in the order of the processing request whose applied transfer priority is higher.
