PROBLEM TO BE SOLVED: To provide an encrypted information recording system that eliminates the need for providing an authentication processing section, an encryption section, a decoding section, and a random number generating section in combination with a recording medium and an information recording and reproducing device. SOLUTION: In the encrypted information recording system, the recording medium is separated into a 1st recording medium 200A that records an encryption key and a hard disk memory device 300A being a 2nd recording medium that records encrypted contents. An encryption section 105 encrypts the contents and a contents key generating section 103 generates a contents encryption key used for encrypting the contents. An authentication section 121 authenticates the correctness of the recording medium 200A. The hard disk memory device 300A records the encrypted contents corresponding to the contents encryption key when the contents encryption key is recorded in a protection recording area of the recording medium 200A.
