PROBLEM TO BE SOLVED: To provide a component supplying apparatus and a component supplying method which can supply components more stably than the related art and can improve productivity and also provide a component mounting apparatus. SOLUTION: A tape feed mechanism 100 and a top tape collecting mechanism 200 are provided. Since a top tape 4 is carried with a top tape carrying roller 201 having the fixed diameter, tension applied to the top tape changes depending on amount of top tape collected and the tape peeling operation does not become unstable and moreover any impact and vibration is never generated when the top tape is collected. Therefore, electronic components are never rushed out from the component tape, an attracting nozzle does not lower its attraction coefficient and thereby more stable component supply than the related art can be realized to improve productivity.
