An air-bag is made from a first metal layer (1) and a second metal layer (30). At least one of these layers is plastically deformable. The layers are provided with a peripheral seal (2, 3) sealing the layers together to define a chamber. There are gas generating means, such as a gas generator, located within the chamber.
