PROBLEM TO BE SOLVED: To provide a floor finishing material for a heating floor, a floor heating panel using the floor finishing material, and the heating floor that can positively suppress temperature unevenness generated on the surface without compounding a soaking sheet when the installation spacing of linear heating bodies such as warm water pipes or line heaters is small. SOLUTION: This heating floor comprises a warm water pipe unit 20 placed on floor backing 10, and the floor finishing material 80 laid on the floor backing 10 so as to cover the warm water pipe unit 20 placed on the floor backing 10. The warm water pipe unit 20 is provided with the warm water pipes 21 shaped in a prescribed pipe pattern, and a base material sheet 22 to which the warm water pipes 21 are heat-fused. The floor finishing material 30 has a plurality of pipe storage grooves 31a formed in the back face of the panel base material 31 to store the warm water pipes 21, and a thermal insulating paint is applied to the upper face of each pipe storage groove 31a to form a thermal insulating layer 33.
