PROBLEM TO BE SOLVED: To remove the necessity of continuous supplementation of an absorbent and the rising of costs, which were unavoidable in a conventional method for removing generated dioxins from an exhaust gas by using an absorbent. SOLUTION: An aqueous urea solution is sprayed, with a spray nozzle 31, to wastes containing chlorines. The resultant wastes are sufficiently kneaded by a mixer 35 and fed to a rotary kiln 13 for heating and burning treatment. Accordingly, chlorine elements react on nitrogen compounds in the rotary kiln and are changed to NH4 Cl or the like. The amount of chlorines(Cl) is reduced in proportion to the amount of production of this NH4 Cl. As the amount of Cl is reduced, the amount of generation of dioxins can be suppressed that much. The aqueous urea solution is inexpensive, which contributes to suppressing the rising of the running costs.
