PROBLEM TO BE SOLVED: To make a transportation plan in consideration of constraints on the vehicle side and reduce the amount of operation. SOLUTION: Transportation patterns for connection among a plurality of different areas A, C, D are specified for every vehicle. The transportation patterns in consideration of the constraints depending on the vehicles can be specified and practical operation results can be obtained. Since the variation of the vehicles to be selected are previously limited, less operation amount is required than the case of indiscriminate operation without considering the constrains on the vehicle side.
