PROBLEM TO BE SOLVED: To cut off an external noise propagated through a connection wiring of a T-NCU for communication, a gas leakage alarm or the like from a microcomputer circuit. SOLUTION: This controller is provided with an electronic control circuit part 19 for measuring a flow rate and monitoring flow protection and the like, the first battery 18 serving as a control power source for the electronic control circuit part 19, and the second battery serving as an electric power source for an interface circuit part 24 for connecting the control circuit part 19 to an external equipment, a control signal of the control circuit part 19 is coupled to that of the interface circuit part 24 by an interrupt circuit 25 to separate electrically the electronic control circuit part 19 from the interface circuit part 24.
