PROBLEM TO BE SOLVED: To prevent pollution of water quality, or the like, due to precipitation of metallic powder by lowering the reduction rate of a metallic ion to its original metal and to attain cost reduction by maintaining high sterilization and algicidal effects in a device for subjecting water in a water facility so sterilization and algicide treat by generating metallic ions by electrolyzing a metallic plate electrode. SOLUTION: The device is characterized in that the metallic plate electrode 4 is constituted of plural sheets made of copper or silver or a copper-silver alloy, one sheet or plural sheets of metallic plates 5 made of titanium or a titanium alloy coated with platinum, or one sheet or plural sheets of ceramics plates 5' are held one by one respectively between an anode and a cathode among respective metallic plate electrodes 4 and further are disposed so as to face respective metallic plate electrodes 4.
