PROBLEM TO BE SOLVED: To ensure startability of an internal combustion engine and enlarge a variable region of a valve timing. SOLUTION: A rotor rotation restriction means prevent a rotor 5 from rotating in a further delay angle side than a normal delay angle position, and comprises control rooms (first control room 16 and second control room 17) to which an oil pressure is introduced from a delay angle chamber 7 of a VVT1; and a delay angel restriction pin 18 which operates by receiving the oil pressure of the control rooms. At the time other than a high load operation, a delay angle pressure is introduced to both of the control rooms 16 and 17 and the delay angle restriction pin 18 is pushed out to a restriction position, thereby preventing the rotor 5 from rotating further delay angle side exceeding the normal delay angle position. At high load operation, the first control room 16 is made open to an atmosphere to lower an oil pressure, whereby the delay angle restriction pin 18 is pushed down to a retreated position thereby allowing the rotor 5 to rotate to a maximum delay angle side.
