PROBLEM TO BE SOLVED: To solve a problem of condensation due to interference of cold air on an inner surface of a concrete skeleton with warm air from the room side on a back surface of inner surface material installed through a ventilation path to generate water drops from the inner surface material, or in an extreme case, let water blow from a gap between a concrete floor surface and the inner surface material. SOLUTION: To an existing space 6 between the inner surface material 5 to which heat insulating material 7 is installed and the concrete skeleton 4, grains 12 of heat insulating material such as foam polystyrene material are filled through a through hole 8 provided in the inner surface material using pressure air, and it is then sealed. cold air on the inner surface of the concrete skeleton is thus isolated from warm air from the room side on the inner surface material to prevent their interference, thereby generation of condensation caused by temperature difference between the room inside and the outside of the room is prevented.
