PROBLEM TO BE SOLVED: To provide an information recording and reproducing device equipped with an editing function for relocating or arranging information recorded on an information recording and reproducing medium more conveniently. SOLUTION: When a user or the like performs a selection by operating an operating part 19 while reproducing the information of music, for example, recorded on an information recording and reproducing medium 2, the data of a track number showing a place recording that information under reproducing are stored in a storage part 20. When information is completely selected from the user or the like, the data of the track number stored in the storage part 20 are relocated in prescribed number order and further, updated data attached with a group file are prepared. Then, the updated data are recorded in the prescribed area of the information recording and reproducing medium 2 as managing data showing reproducing order.
