PROBLEM TO BE SOLVED: To provide a signal display device, signal change delay time measuring circuit and image forming device capable of lucidly displaying a signal change to specify a defective position, automatically detecting the presence of a failure, and automatically correcting the delay quantity within a circuit. SOLUTION: In this signal measuring circuit, an optional signal in the circuit is taken as a subject of inspection, a reference clock is taken as an input, and the value of the signal to be inspected measured in a minute time unit within 1 clock is obtained as an output. This circuit comprises a delay circuit 1 having two or more serially connected delay elements, which inputs the reference clock and outputs a delay signal of two or more stages; delay value measuring circuits 2 and 3 for measuring the delay value within the delay circuit 1; and a signal value detecting circuit 4 for inputting the output of the delay circuit 1 and detecting the signal value of the signal to be inspected at the timing of the signal change.
