PURPOSE: A frictional charging device of portable electronic equipment including a cellular phone is provided to charge static electricity to a battery by installing the member for generating frictional static electricity at the battery. CONSTITUTION: An electrostatic generation portion(120) includes the first frictional electrostatic generation member and the second frictional electrostatic generation member. The first frictional electrostatic generation member is electrified with negative charges. The second frictional electrostatic generation member is electrified with positive charges. A constant voltage charging circuit portion(110) drops the constant voltage of static electricity generated from the electrostatic generation portion(120) to a charging voltage of a battery(100) and discharges the constant voltage higher than a withstand voltage. In addition, the electrostatic generation portion(120) is intercepted when the constant voltage of static electricity is lower than the charging voltage. A withstand voltage excess indication lamp(112) indicates frictional static electricity exceeding the withstand voltage to a user.
