PROBLEM TO BE SOLVED: To provide an apparatus and a method for producing hydrogen by which the hydrogen can be produced from an organic material, and the organic material after generating the hydrogen is subjected to the degradation treatment with microorganisms so as not to discharge the organic material. SOLUTION: This hydrogen-producing and waste-disposing apparatus 20 for generating the hydrogen from the organic material has the first reaction vessel 21 which is charged with the organic material and the microorganisms of the genus Clostridium inserted into the interior, a pump 30 for vacuum- sucking the first reaction vessel 21, and the second reaction vessel 40 which is charged with the organic material after finishing the formation of the hydrogen from the organic material in the first reaction vessel 21, and the second microorganisms for degrading the organic material so as to form water and carbon dioxide, inserted into the interior. A rotary bar 32 for dropping the organic material from the first reaction vessel 21 to the second reaction vessel 40 is also installed.
