PROBLEM TO BE SOLVED: To quickly provide a stable power generation output, with no fuel gas exhausted at the start-up of a fuel cell stack. SOLUTION: A control part 21 is provided which controls a fuel gas supply device 2 and a supply pressure control valve 3 to supply the fuel gas to a fuel cell stack 1 at a prescribed pressure when the fuel cell stack 1 is started, and controls a circulation control valve 8 to be closed so that the fuel gas is sealed up in the fuel cell stack 1 at a prescribed seal-in pressure, and after that, starts taking the generated power from the fuel cell stack 1. |
