PROBLEM TO BE SOLVED: To provide a recording and reproducing device which protects copyright by preventing illegal copy of recorded video signals and sound signals. SOLUTION: The recording and reproducing device, by prohibiting video signals and sound signals recorded in an area 106 of a recording medium 104 from which external output is impossible from being outputted to an external output section 108, prohibits the video signals and sound signals from being outputted outside the device to make it impossible to copy the video signals and sound signals recorded in the area 106 from which external output is impossible.
