PROBLEM TO BE SOLVED: To provide higher efficiency and liability of operating media gateway controlling system. SOLUTION: A media gateway controlling system has a media gateway controlling method which controls media gateways having different communication performance specifications using communication procedures corresponding to the communication performance specifications and the purpose communication performances, and has a database method storing up and managing communication performance specification information indicating the communication performance specifications and purpose communication performance information indicating the purpose communication performances, making them responsive to communication procedure information indicating the communication procedure. The media gateway controlling method obtains communication procedure information by searching the database method according to purpose communication performance information indicating relevant purpose communication performances and communication performance specification information indicating relevant media gateway when any purpose communication performance that the media gateway should perform occurs.
