PROBLEM TO BE SOLVED: To simplify and accelerate an application program by providing a means that organizes a file into common form file for a file buffer. SOLUTION: The file buffer 10 is provided with a file data development means 30 in the internal memory of a file form converter 1 to read the file from a file storage means 40 to the buffer 10, a code conversion means 11 for converting a character code except for prescribed ones of a record included in the file to a prescribed character code, and a file data organization conversion means 12 which organizes the data item of a code-converted record into a prescribed array and converts it to a common form record 100 to obtain the common form file 42.
