PROBLEM TO BE SOLVED: To perform flexible movement control according to the detected number of object persons using radio communication technique. SOLUTION: A signal changeover control server 10 receives a Bluetooth radio wave from a portable terminal 20 in a prescribed range around a radio receiver 14a, as transmit signals through the radio receiver 14a provided with antennas installed at both end spots in a crossing road switched to the green light. The number of addressers is counted from the acquired transmit signals to prepare an addresser table storing the number of addressers for every crossing road and every user classification. On the basis of the prepared addresser table, the numerousness of the number of persons waiting for a signal, and the number of users who require time more than normal for crossing are recognized, and green light lighting time is appropriately computed and set as lighting time.
