PROBLEM TO BE SOLVED: To provide a system for issuing right of use for an expansion function of a terminal. SOLUTION: In this system which is provided with the terminal, a providing device for providing services to viewers via the terminal and a mediating device for mediating the right of use to use a function of the terminal device and in which the mediating devices issues the right of use for use of the function of the terminal to issue the right of use, the mediating device mediates the right of use for the expansion function of the terminal which is obtained with a combination of a plurality of functions of the terminal and a linking application to link the functions. Utilization of a new expansion function A of the terminal is promoted, to effectively utilize terminal resources by setting the right of use in the new expansion function which is generated by linking a function 1 with a function 2 of the terminal device.
