A heat-generating element including a body or substrate made of ceramics having electrically resistive and heat conductive properties. The body of the heat-generating element having at least one heat-generating surface layer having the resistivity smaller than the resistivity of the ceramic body in regions outside the at least one heat-generating layer. The at least one heat-generating layer being formed by a heat treatment of a surface area of the body defining the at least one layer, the heat-generation being activated upon application of electric power to the at least one heat-generating layer.
