PROBLEM TO BE SOLVED: To prevent accidents generated by breakage of a line pipe. SOLUTION: In this safety system for a pipeline for petroleum or gas, an outer cover pipe 3 to be overlapped around a line pipe 1 with an allowance is fixed to an outer circumference of the line pipe inside at a prescribed interval through packing members 21 and 22 to form closed spaces 51 -52 surrounded by the outer circumference of the line pipe between joints and an inner circumference of the cover pipe to protect the line pipe. When petroleum or gas is leaking to jet out in a breakage accident of the line pipe, it is received into the closed space at a broken position. A sensor such as an oil sensor or gas sensor, or a pressure sensor is provided on a cover pipe wall forming each closed space to be interlocked with a sender P1 for sending signal waves to report the occurrence of the breakage accident to the external. The senders for the respective cover pipe walls generate different kinds of signal waves depending on the senders in the respective closed spaces.
