PROBLEM TO BE SOLVED: To provide a multi-stage orifice capable of eliminating erosion of downstream piping caused by cavitation in the piping and also obtaining a stable characteristic. SOLUTION: Through an injection port 27 a low temperature water is injected to the downstream of a cylindrical pipe part 22 from low temperature water supply piping 28 branched from piping through which the low temperature water is sent out from a condenser, so that hot water flowing in the cylindrical pipe part 22 is cooled by mixing with the low temperature water, and occurrence of cavitation in the downstream of the cylindrical pipe part 22 is precluded, which prevents erosion of the downstream piping and also vibration and noise, and also pressure loss at an orifice plate 23 installed in the downstream can be obtained stably.
