PROBLEM TO BE SOLVED: To provide a film-forming aqueous solution having together a performance which an electrically-conductive polymer has and another performance which a titanium peroxide has, and further capable of forming such a film as sustainingly exhibiting a rust-preventive performance. SOLUTION: This film-forming aqueous solution contains fine particles of the electrically-conductive polymer, such as polyaniline, having an external size of <=100μm and the anatase-type or amorphous titanium peroxide. The solution is used for forming the film.
