摘要 PROBLEM TO BE SOLVED: To improve fuel economy of an internal combustion engine. SOLUTION: An intake valve 7 is opened at a first timing during a first idling operation region, in which a heat value generated through burning of fuel in a combustion chamber 5 of the internal combustion engine is greater than a predetermined value. The intake valve 7 is closed at a timing retarded from the first timing during a second idling operation region, in which the heat value generated through burning of fuel in the combustion chamber 5 of the internal combustion engine is smaller than the predetermined value. A minimum engine speed of the internal combustion engine during the idling operation regions is set and the amount of fuel supplied to the combustion chamber is controlled so as to keep this minimum engine speed. A first speed is set to this minimum engine speed in the first idling operation region and a second speed, which is lower than the first speed, is set to this minimum engine speed in the second idling operation region.
