PROBLEM TO BE SOLVED: To prevent unsuccessful engagement of a clutch from occurring by realizing stable phase change of a retainer 5 in a rotation transmitter, equipped with a two way clutch where wedge-engaging situation or a non-engaging situation is formed among a roller 8, an inner member 2 and an outer ring 1 by means of changing the phase of the retainer 5 intervening in a circular space between the outer ring 1 and the inner member 2 for performing combining or separation of a first rotating shaft and a second rotating shaft. SOLUTION: The phase change of the retainer 5 retaining the roller 8 is performed not by a means, through which the phase is made to follow rotation of the inner member 2 or of the outer ring 1, but rather by a means through which the phase is changed directly by a turning mechanism according to supply or discharge of a viscous fluid.
