PROBLEM TO BE SOLVED: To provide an optical waveguide which has a core area easily formed in a complicated three-dimensional shape in its base material by a direct beam drawing method, is suitable for the formation of a three-dimensional optical waveguide circuit, improves moldability and handleability by using a base material other than conventional glass or an ultraviolet-curing resin, and reduces restrictions on operation environment in manufacture. SOLUTION: The base material 5 is irradiated with a converged light wave or electromagnetic wave and in this converged irradiation area, the refractive index of the base material 5 is varied to form a core area 10, and the optical waveguide has the core area 10 continuously formed. Short-pulsed laser light 6 is used as the light wave or electromagnetic wave and the base material 5 is made of a polymer material containing fluorine as a constituent element.
