PROBLEM TO BE SOLVED: To reduce the number of inclusions of a size of >=10μm in a steel. SOLUTION: In a continuously cast slab having little amount of inclusion defect, the dendritic form in the solidified structure in a plane which is 5-15 mm deep from both surfaces of short sides of the cast slab, which is parallel with the long side surfaces in the cast slab and which is a section having 400 mm length in the casting direction on the contral part in the thickness direction of the cast slab satisfies the following formula (1): 5 deg.<=θ1<=40 deg....(1), whereinθ1 is the average value of an angle ( deg.) which the primary dendrite in the solidified structure forms with the normal line of the surface of the cast slab and which is positive in the case the growing direction of this dendrite is on the same side as the casting direction.
