PROBLEM TO BE SOLVED: To provide a hydraulic buffer which can always impart a fixed amount of friction to a piston rod, in a minute low speed range of a piston, independently of the oil seal. SOLUTION: In the hydraulic buffer, in which a rod guide 2 and the oil seal 3 are provided to one end part of a cylinder 1; the piston rod 4 movably inserted into the inside of the cylinder 1 via the piston is slidably brought into contact with the inner circumference of the rod guide 2 and the oil seal 3, and led out to the outside; an annular groove 5 is formed to the inner circumference of the rod guide 2; a bush 6 which imparts constant friction amount to the piston rod 4 at minute piston speed is fitted to the inside of the annular groove 5; and a check valve 8, which prevents back flow of air and oil by being arranged on the way to a passage means 7 and the passage means, is provided to the outer circumference of the bush 6.
