PROBLEM TO BE SOLVED: To provide a rooftop garden frame enabling a term of work for construction to be shortened and a cost for construction to be reduced. SOLUTION: This frame has the following structure: a flat tensioning metal fitting 46 is set up at a wall 9C at an upper part than the center part thereof, the edge part of the tensioning metal fitting 46 has a hollow part 48 with a narrow opening 47, a bag-like edge part 50 is provided on the edge part of a net base 49 covering the space of a frame, the bag-like edge part 50 swollen by insertion of a core rod 51 is inserted in the hollow part 48 so as to be fixed with strong tension, a tensioning metal fitting 53 is set up at the lower part of the wall 9C, the tensioning metal fitting 53 has a hollow part 55 with a narrow opening 54, a bag-like edge part 58 provided on a water-retaining sheet 57 attached to the lower side of the net base 56 so as to sag down is bonded to the edge part of the net base 56 covering the space of a frame, a bag-like edge part 58 swollen by insertion of the core rod 59 is inserted into the hollow part 55 so as to be fixed with strong tension, and soil is formed on the upper faces of the net bases 49 and 56 to make a garden block.
