PURPOSE: A soft hand-over method in a DS-CDMA(Direct Sequence-Code Division Multiple Access) mobile communication system is provided to reduce the interference quantity of a wireless network by operating two modes, recognizing an overload state of a BTS(Base Transceiver System), searching a new BTS with excellent radio wave environment except for a currently connected BTS, and connecting the BTS with excellent radio wave environment to a UE(User Equipment). CONSTITUTION: A UE operates two modes such as a congestion mode and a normal mode(S300), If a power increase command is successively generated over N times from a BTS(S302), the UE performs the congestion mode(S304). The UE starts a soft hand-over with a searched BTS(S306). The UE performs the hand-over procedure and performs the normal mode(S308).
