PROBLEM TO BE SOLVED: To provide an organic EL panel in which airtightness of the housing space of the organic EL element can be well secured and the manufacturing cost of the organic EL panel can be reduced by increasing the productivity by simplifying the manufacturing process, and its manufacturing method. SOLUTION: The organic EL element 19 is provided on a glass substrate (translucent substrate) 2 and is formed by clipping an organic layer including at least a luminous layer by a pair of electrodes. The sealing cap (sealing member) 11 is provided on the glass substrate 2 so that the electrode parts (drawing-out parts) 14, 18 of the organic EL element 19 may be exposed to the outside and the organic EL element 19 may be covered. The brim part 21 is provided at least at the spots of the sealing cap 11 which correspond to the electrodes 14, 18. The storing part 23 is between the brim part 21 and the glass substrate 2 and is applied with an adhesive 22.
