PROBLEM TO BE SOLVED: To improve the productivity and recyclability and to quickly develop a highly reliable program in a short time in the case of preparing a program including a plurality of job processing elements and control object elements. SOLUTION: The interface of the job processing element and the control object element is stipulated, a job processing component 1 and a control object component 2 are prepared, an interface framework 5 having free parts 3 and 4 to which the components are to be inserted is formed and a control processing part 6 simultaneously performing the control processings of the respective components 1 and 2 is automatically generated inside the framework 5. The corresponding job processing component 1 and control object component 2 are respectively inserted to the free parts 3 and 4 and the system constitution of three layers in which the respective components 1 and 2 are simultaneously controlled by the control processing part 6 is adopted.
