PROBLEM TO BE SOLVED: To accelerate a response to a terminal from a server by enabling a load distributing device to select a server which is not processing requests from terminals and has the highest performance in response to a request from the terminal. SOLUTION: The load distributing device receives the request from the terminal, selects a server whose service processing time is minimum from a server resources table consisting of server information identifying a server, service information and processing performance information including processing time in each service of the server in response to the request and transfers the request to the selected server.
