PROBLEM TO BE SOLVED: To provide a panel holding device used in a panel index device for forming a fluorescent film on the inner face of a panel for a cathode-ray tube and capable of forming the fluorescent film of uniform heating and uniform thickness over the whole surface of the panel. SOLUTION: In this panel holding device 1 fixed to an output shaft 5 of a motor 4 rotatably mounted on a fixed or revolvable arm member 2, and receiving a panel P one by one from a panel conveying device for gripping the panel, a heating means 40 provided with a heat source 11 for heating the holding panel P from its surface side is mounted on a base part 12 fixed to the output shaft 5, and the heating means 40 is provided with the heat source 11 accommodated in a soft bag-shaped member 41, filled with a fluid material 24, and abuttable on a surface of the panel P.
