PROBLEM TO BE SOLVED: To provide an electrifying member and an electrifying device at low manufacturing cost where uniform and stable potential can be fed to a body to be electrified and electrification can be carried out by DC bias in a simple constitution and to provide an image forming apparatus and a cartridge where an image without any unevenness in density can be stably obtained over a long period of time by an electrifying member or an electrifying device. SOLUTION: In the electrifying member, the electrifying member 1 is provided with an electrifying surface 1-3, a multiple number of spacers 1-1 intervening between the electrifying surface 1-3 and the body to be electrified 2 and forming a gap. In this case, the maximum value of the gap formed by the electrifying surface 1-3 and the body to be electrified 2 is >= the surface potential forming gap 1-100 and the minimum value is <= the surface potential forming gap. The electrifying device consists of the electrifying member and a power source. The image forming apparatus is provided with the electrifying device.
