PROBLEM TO BE SOLVED: To provide an information embedding device that varies compression coding sequence, without having to change the data quantity of the compression code sequence where image data are subjected to compression coding in such a way that the data are not visually available. SOLUTION: A variable length coding section 102 decodes a compression code sequence stored in a data storage section 101 by each block and generates a coefficient block. An embedding processing section 105 selects embedding data, corresponding to a received coefficient block and a bit value of input data from an embedding data table stored in a table storage section 104, by generating a new block, where the total code length of the block is unchanged for embedding other information.
